It cannot be doubted, however, that the issue of rations to a certain portion of the freed people, during the coming winter, will be imperatively necessary; there being a large number of aged and infirm, who are utterly unable to work for themselves, and can have no other means of subsistence. 
The demand for transportation to other localities, (either to original counties, or where employment may be secured advantageously,) is increasing steadily, about three hundred affiliations having been received at this office during the months of October and November,besides about fifty who have gone at their own expense.
