In compliance with Circular No 6 C S. from Head Quarters Asst Comr State of Virginia I have the honor to submit the following report. I can add but little to my report of last month except that the feelings of the White citizens toward the Freedmen are more hostile than I have described them. In certain localities along the coast threats are made which tend to a renewal of the Scenes and Melees of last July. This State of Affairs is in part due to the weekness & incapacity of the Civil Officers (Magistrates) who are week vacillating men possessing no moral courage and who are totally unable to preserve the peace or awe it violators. They do not seek knowledge of crimes committed but rather avoid such information and would let offenders go unwhipped of Justice rather than make an extra effort to perform their duty. I have at various times, when occasion offered, proferred my assistance & Services but
