I have the honor to report for the month of November 1866, in compliance with Cir" Order No" 6, that the condition of Bureau affairs are unchanged, complaints by Freedmen of ill treatment &c, during the last month were more numerous, than here-to-fore.  There is a determination with many whites to take advantage of the provision of the contract, that were made to suit the employer, (and not approved by the Bureau) which provides that they may be dismissed before the expiration of their contract, with forfeiture of all pay and allowances, by reason of improper behavior or negligence.  I have no doubt but what a great many of those cases, are mearly pretexts to get rid of paying them, for these services, but all
