States that the feeling between "Whites" an "Blacks" is still unsettled. Whites state that the Blacks are indolent, vicious and thievish - but as far as this observation goes, the Blacks are doing comparatively better, but with little real good to themselves, owing to small wages. Colored people are frequently accused of stealing, but to his knowledge, not one has been apprehended. Col. people firmly believe (and with great cause that they will never receive justice or probation from the whites. Burwell Johnson complains that James Carper (white) held him while Beverly Carper struck him with his fist - and Cabell Turnbull beat him with a stick. States it was caused by his having lost an axe while working for Carpers Mother (which he offered to replace)  Words ensued between Carper an him &c. James Smith (Col.) at the first of the year made a contract with Wm. Ward (White) to work his farm with four hands for ½ the crop. Upon the division of the same only received 1/3. Upon his quietly protesting against the unfairness was beaten by W. with a pitch fork. Wm. Lumpkins (Col.) 14 years of age worked for J.
