I have the honor to make the following report of the condition of Freedmens Affairs in the counties of Rockbridge, Bath and Alleghany for the month of November 1866--

Having been but a few days in the sub district, I cannot speak from my own observation but from what I have heard from reliable persons, both white and black, I believe that the relations between the white and colored citizens are not such as should be desired, and that flagrant crimes are committed against the latter, in broad day-light, and the offending parties are cleared of all guilt by the civil authorities, who should be the conservators of peace and order and the avengers of those who suffer violence.
