Oyster Tax. 
The collection of the heavy and large amount imposed upon oystermen as tax by the State Authorities was threatened by determined opposition by the Freedmen of York Co. but when they found the same was countenanced by the "Bureau" the collection of the same became an easy matter. 
James City Co
The condition of affairs in James City County is not very promising: many outrages are reported which have been referred to the "Civil Authorities" of that county for adjudication; in case action is not taken by them in these outrages upon "Freedmen" the matter will be acted upon by this office and a report forwarded.
