In compliance with Cir No 6 C.S. Head Quarters Asst. Com. State of Va I have the honor to submit the following report for the month of Nov. 

 There has been some trouble between the whites and freedmen this month in the division of crops, many contracts were made which were not approved by the officer of the Bureau they not having been brought to him for his examination, such contracts were not properly explained to the freedmen or at least they read differently from the way the freedmen understood them at the time they were made. I consider that the condition of the freedmen is better than it was a year ago. The feeling existing between the whites and freedmen
