In Compliance with Circular No "6" Hd Qrs Asst. Comr State of Va I have the honor to report the Condition of Bureau affairs in this County as favourable.

The Freedmen are making contracts for their labor for the coming year. Many of them remaining with their present employer and a large number are returning to their former owners to work for them. There is in the majority of cases, a strong attachment felt on the part of the Freedmen towards their old homes and former masters and a great desire displayed to return and permanently remain on the old plantation. In most cases, the former owner entertains the same feelings toward them, and deals liberally with them.

I have considered it advisable and propose to visit the different precincts in the County, giving previous notice of the fact, and having assembled as many freedmen as possible at each point and addressing them upon their duties and obligations, as well as their rights, and endeavouring to instill into them the necessity of greater economy, and particularly,
