In compliance with the requirement of Circular No 6 Bureau R F & A L Head Qrs, Asst Comr, Va. Richmond, January 29th 1866. I have the honor to submit the following Report, with reference to the Condition of Bureau Affairs in this Sub Dist during the present month.

The state of feeling between the whites and freed people continues friendly.

Sentiments of disloyalty, or of bitterness toward the government are not manifested, but on the contrary all classes seem fully and fairly to accept the obligations of their new relation and to desire in a spirit of acquiesence to perform all duties required of them as citizens of the Union. Thus much I deem it proper to say, not only as indicating a healthy tone of feeling which must tend greatly to promote the comfort, happiness and prosperity of the freed people; but also as a matter of justice to the inhabitants of this section of the state.
