In compliance with existing orders from Hd Qrs Asst Com'sr State of Va. I have the honor to submit the following Report of the Condition of Affairs of this Bureau, in the Counties of Nottoway and Lunenburg Va. For and during the month ending Jan 31st 1867. 

Condition of the Freedmen.

The majority of the Freedmen of this Sub-Dist. have hired themselves for the year, though a large number are still idle, owing to the trifling and entirely inadequate wages offered them by the Employers. The Asst Supidt has advised them to contract for their services whenever a fair or moderate offer is made to them. Owing to the improvidence of the Freedmen, and the extortionate prices charged them for goods, by the Storekeepers, I do not consider them any better off pecuniarily than they were a year ago.
