In compliance with the provisions of Circular No. 6 Bureau R.F. & A.L. Head Qurs, Asst. Comr. Richmond Va January 29th 1866, I have the honor to submit the following report with reference to the condition of Bureau affairs in this Sub Dist during the present month.

The state of feeling between the whites and freed people is, upon the whole, apparently friendly. I learn of but few cases of injustices toward the colored people: the most are disposed to treat them with kindness and fairness. Complaints are made by some that there is a class of colored people who will not work, which, if well founded, confirms the fact that there are some lazy colored people, as well as white. They are for the most part employed; and, as a rule, work well when well and promptly paid. Those who
