In compliance with Circular No 6. Hd Qtrs. Asst Com. State of Va. of date January 29th 1866, I have the honor to report that the condition of Bureau affairs remains nearly the same as in last months report. There are no more Freedpeople in the County than are needed as Laborers & the Land owners see, that by ill treatment, failure to pay, & driving the Freedpeople from their Lands, they injure themselves & drive away help which they know, & which they can get cheaper than any introduced from away. There are exceptions to this statement, but in nearly every instance the Laws of Supply & demand & the dictates of policy are securing for the Freedmen fair & just treatment.
