those Counties refuse help to such needy persons, they levy a capitation tax of $5.73 on each tithable person (in Mathews Co.) 
Such injustice cannot but have its effect on the Freedmen and but foster those jealous feelings already too prevalent between the two races and which it is so desirable to have die out as quickly as may be.
