Captain,
In compliance with Circular No. 6 Hd qrs Asst. Comr State of Virginia dated Jan 29th 1866 I have the honor to report the condition of Bureau affairs in this Sub. District.

The Freedmen generally are in a prosperous condition and with few exceptions have made contracts with the land owners, either to cultivate small pieces of land or for labor.  

That portion of the freedmen who are to cultivate land, are now in straitened circumstances as the crop they made last year has been nearly consumed during the past winter, those of them that are known to be honest are able to obtain credit until their new crop is grown, it
