General
I have the honor to report in compliance with Circular No 6 B.R.F.& A.L. Hd. Qrs. Asst Comr. dated Richmond Va, January 29th 1866 The condition of Bureau affairs in my Sub Dist.

But very few contracts have been made between the whites & Freedmen during the month. No applications have been made to me for any from any source during the month. Notwithstanding the extreme cold & inclement weather, but very few cases of sickness have occurred. 

I have not known of any cases of cruelty on the part of the whites toward the blacks, all classes seem to be getting along very peaceably together.

All classes evince a good deal of interest in the late Congressional Legislation in reference to "Reconstruction"

I hear no objections to the present form of government all persons evince a willingness to obey the laws I believe from the best of information that no objection or personal violence will be offered by the white toward the blacks at the polls on the contrary
