General-
In compliance with Cir no 6 of 1866, I 
have the honor to report that the relations between 
the whites, and freedmen is becoming more amicable, this is attributable to the late change of the Political status, of the colored man, which 
shows plainly that the freedpeople are peaceable, 
if justice is done them, the passage of the military
reconstruction bill, has wrought a great change. 
Persons who are aspiring to political gain, are now 
seeming to be the freedmens best friends, While on
the other hand, Those who do not expect political 
elevation are yet their bitter enemies and acting
under there [[their]] old tutorage. There is no particular suffering in my sub District except a few old and infirm
