In reference to the case of Aaron Woody (freedman) concerning Settlement with you for services rendered in the year 1866. The following suggestions are made; Let the employer appoint one competant disinterested person, the freedman appoint one such person the persons so appointed elect a third who will hear all the facts in the case as represented by both parties under oath. who shall determine and decide upon the

amount due the freedman for services. Let a record of the procedings of the Arbitration be made and forwarded to this Office for revision which if found to be in good faith and keeping with the forgoing suggestions shall be considered final terms by which the Settlement may be effected.

I have the honor to forward to you herewith enclosed requisting for Forage for one Reliable horse in my possession at this place for the month of Jany 1868 and very respectfully request that Hay and Oats be furnished in kind. I am unable to purchase Hay and Oats at this place and if the Forage can be furnished in kind and shipped on Government Transportation makes quite a laving in the way of expenses may be Shown as the resent. Will you please give this matter your early attention in order that I may know what arrangements I may need to make for further supplies in case the forage is not furnished on this requestion.
