In obedience to Cirr No VI. from Head Quarters. Ass't Com'r. Bureau. of R.F. & A.L. State of Va. dated. Richmond. Va Jany 29th 1867 [[1866?]]. I have the honor to submit the following "Report" showing the condition of Freedmen's Affairs in this Sub district for the month, ending with April 30th 1867.

The condition of Freedmen's Affairs, indicate general improvement — and the conduct of the whites toward the colored people concerning their changed relations, is such, as to betray, on the part of the former more Kindly feeling toward the latter. and a more cheerful disposition, to yield to them, the rights and privileges confered upon the freedmen
