has only reached 253 (two hundred fifty three) showing an excess of applications over supplies of 704, (seven hundred and four)  This will give some idea of the difficulty of disposing of this mass of freedpeople who are not inclined to avail themselves of the means furnished them of a permanent livelyhood. If there are not means devised to dispose of such, the coming winter will exhibit a severe destitution and suffering, among them.

There are some whose zeal and enterprise is commendable, but a large majority are indisposed to look beyond the moment. Warm weather and sunshine seem to them, with a present supply, to be eternal. A very large proportion of these are women and children. There is a tendency among them to locate in Alexandria from all parts of the country south. What means can be devised to remedy this I cannot percieve. Moral suasion seems to be lost upon this class. Their centering here may arise from an impression prevailing among them that it is unsafe to go elswhere. If by any properly authorized means, thier huddling together could be prevented, it would add materially to their benefit.

There are in Alexandria and vicinity about 9000 Freedpeople.
There have been issued to destitute Freedpeople rations 9,600.

The school reports will show an aggregate of 1616 scholars in attendence, in the 10th Sub District with a corps of 30 (Thirty) Teachers, all of whom are zealous in their work. The schools are in a prosperous state. There are some examples of great proficiency in reading and in other branches taught. We have two schools in Alexandria of a higher order, where with Arithmetic and Geography, Grammar and Philosophy are taught. The New School House which was commenced last November, is now completed, and will be opened on Monday 6th May. It will accommodate 500 pupils comfortably. This will take in all the schools in the City but eight. A reference to Report on school Houses will explain their position. It will need an other School to meet the necesity in the department.
