The freedmen generally are treated justly, I have no knowledge of any case of injustice at the hands of the civil authorities, they are self-supporting with the exception of some destitute women with families in and near Alexandria; During the month I visited each of the counties in my Dist. and was very much pleased with the condition of the freedmen everywhere, I made a report of my visit at the time May 21st 1867. Your attention is respectfully called therto.
