In compliance with circular No 6 Hd Qr's Asst Commissioner, Bureau R F & A.L, state of Virginia, dated Richmond Va. Jany 29th, 1866, I have the honor to submit the following Report of the state of the Freedmen in this sub district.

The Freedmen as a general thing are inclined to work, and fulfil their contracts, but there is an apparent desire on the part of the employers to take advantage, under obscure contracts, while the hold the Freedmen rigidly to their interpretation of the Agreement, have settled a good many such cases satisfactorly to all parties.

The Freedmen as a general rule are keeping temperate and hope soon to have several temperance societies, am urging them as soon as the crops are made to get their Schools in opperration.
