In compliance with existing instructions from Hd Qrs Asst Coms'r State of Va.

I have the honor to submit the following Report of the Condition of Bureau Affairs in the Counties of Nottoway and Lunenburg Va. for and during the month ending Sept 30th 1867.

Throughout these Counties the Freedmen are laboring faithfully and I hear no complaints of their idleness, nor am I aware of any colored vagrants to be found here.  They are all realizing the importance of working for their support and are doing so.  No advance or progress has been made in the Temperance Cause since my last Report, and it is to be regretted that a large number of the Freedmen are addicted to drinking frequently to excess.
