I have the honor to report that the state of feeling existing between the whites and blacks is exceedingly bitter. there has been a great change since the day of election and I think the feeling is more bitter at the present time than it has been since the surrender of the rebel armies. There is a disposition on the part of the whites who employ colored labourers to turn them off because they voted for a convention and a colored delegate and would do so if they had the money to pay them and could get white labourers to finish the crops already in the ground 

There is no drunkenness among the negroes of my counties
