in other places as soon as teachers can be provided. These schools receive no assistance or encouragement from the Whites. 

The colored people are generally temperate. Surrounded as they are by those whose whole aim is to keep them slaves, their efforts to rise will be unavailing unless there is a radical change in the laws and sentiments of the people. Free schools must be established where all the Children can receive the rudiments of an education. Houses of industry must be built where the poor and needy can be supported by their own labor. All opportunities to acquire property by trade and industry must be opened to them as freely as to all before any great advancement can be expected. 

Until these changes are effected, no prominent prosperity can be looked for in the State.
