unguarded children. I trust that the Bureau will aid in founding this much needed building. Suffering among the colored people has somewhat abated during the present month; Quite a less number are drawing rations than at the date my last report. This is occasioned by several of the "Tobacco Factories" resuming operations; on the 3rd proximo several others intend starting which will also relieve the Bureau from furnishing a large number with food. Much suffering prevails among the poor whites of the city. Yet the council has taken no steps to alleviate their wants except to furnish a limited supply of fuel. The local authorities seem to consider it the imperative duty of the Bureau to look after and care for all needy persons without regard to caste or color. While the Bureau is doing more for southern whites than could be expected its Agents are ridiculed in the performance of their duty which merely protects and
