General.
In compliance with Cir. No 6 Series of 1866 from Hd Qurs Asst Commr Dist of Va. I have the honor to report that the general Condition of Bureau affairs in this Division is good.
The cities of Norfolk and Portsmouth having as reported in my communication of the 18th instant failed to cooperate with the Bureau in the establishing of a Soup house, and it being deemed inexpedient on this and other grounds of an Economical nature for the Bureau to Establish one, the issue of a limited number of nations is respectfully recommended, The names of Several destitutes have already been forwarded for authority to issue, and others will be forwarded in Cases where it may appear that the Civil Authorities are unable or refuse to render aid. The Poor House in this City is already filled to overflowing. The attention
