In compliance with Circular No 6 Series 1866, from H.Q. Asst. Commissioner, I have the honor to report as follows

The freedmen generally, are in comfortable circumstances, needing very little assistance from the Bureau in the way of Clothing or Food. The greater portion of them have made good crops and have been provident with the same, it is conceded by good authority that they as a laboring class are better provided for than the whites.

Great interest is manifested by them in their schools, of which there are Four in successful operation, and well attended, the preliminaries are being arranged for the erection of several more in the division. No serious opposition to the same is shown by the whites, and they are not encouraged by that class, only in few instances of Union men.

The civil authorities are very keen and vigilant in arresting freedmen
