I trust that business will soon assume a better shape which will relieve the wants of the suffering poor and greatly lessen the expenses of the Bureau. In my report for January I had occasion to report the condition of certain immigrants who were induced by the "Immigration Society of Virginia" to come here when employment would be furnished them. On or about the 25th of the present month eight of this class of persons natives of Scotland came to this Office in destitute circumstances. They are much disappointed in their anticipations. In my opinion something ought to be done to discourage the unwise course this society is pursuing which has accomplished little else but fill the state with pauperism.
