Bureau R.F. & A.L.
Office of A.S.A. Com'r. 3rd Div., 6th Sub. Dist. Va.
Tappahannock, Essex Co. Va. March 2nd, 1868.

Bvt. Brig. Genl. O. Brown
Asst. Com'r. Dist. of Va.

General:
I have the honor to make the following report in compliance with Circular No. 6, dated Hd. Qrs. Asst. Com'r. Richmond Va. January 29, 1866.
There has nothing of interest transpired in this Division during the past month to make report of, the feeling between the white and colored people has not materially changed, the former have began to make threats that all colored people who vote for the ratification of the Constitution shall be dismissed from their farms, the same threats was made at the last election but were not carried out, therefore the colored people do not seem the least alarmed and declare that they will not be influenced nor forced to vote contrary to their wish.
I find it almost impossible to continue the organization of Temperance Societies also to keep those up that are already organized, for this reason: they hold religious meetings three and four nights
