In compliance with circular No. 6 Hd Qtrs Asst Com'r Dist of Va. I have the honor to report the condition of Bureau affairs very little changed since last report. But few of the Freedmen are bettering their condition from year to year. A large majority have not corn & meat enough to last them untill their new crops are ready. The system of working on shares spoken of in last report is the cause of this even where employer & employee are both honest. Whiskey drinking is carried to excess by the Freedmen. When school Houses are finished I hope to see a move made against this evil. The excited state of political feeling among the whites will if it continue at the present high pitch operate I am afraid against the interests of the Freedmen. The intemperate remarks made by leading men in the County, and repeated by those who follow them, give good grounds for fear that this state of affairs will ultimately lead to disregard of Law, to riot & bloodshed.
