In compliance with Circular No. 6, Series of 1866, Hd Qrs. Asst. Comr. State of Va. I have the honor to report that the affairs appertaining to the Bureau have not materially changed since my last report for February. The freedmen have completed their contracts and the opening Spring finds them buisily engaged, preparing for their crops of corn, oats and tobacco. They all appear inclined to work faithfully, diligently and earnestly, as all are aware of the necesity of labor. The feelings between the Whites and Blacks continues about the same.
