my District, that the whites propose to adopt a plan of persecution to deprive them of the privelege of voting their sentiments in the coming election. They are threatened that if they vote against the whites they will drive them from their homes, or refuse to let them have supplies. Many of the aged, and middle aged are very much frightened. And by this ignoble conduct the new Constitution may be defeated before the people. 

I feel unwilling to close this report without most respectfully calling your attention to the condition of many aged freedman (male & female) who have expressed a desire to receive some little assistance from the Bureau, in the way of small sums of money and clothing. These people are not able to make full farm hands, nor are they of that class whom the overseers of the poor would send to the Almshouse; Yet, to my own knowledge they are in a destitute condition, especially during the winter and early spring months.
