General
In compliance with Circular no. 6 series of 1866, I have the honor to report but little improvement in the condition of Bureau Affairs in the First Division 9th Sub District, during the month of March. The very severe weather has retarded out-door employment, and indeed the general stagnation in business offers no inducement to employers who contemplated improvements which required any considerable amount of labor, and many freedmen are therefore still out of employment.

No contracts have been made during the month, and employers as well as freedmen are seemingly unwilling to enter into any.
