In compliance with Instructions contained in Cir No "6", dated Hd Qrs Asst Comr. State of Virginia. Richmond Va January 29th 1866, I have the honor to report. That there seems to be, in this Division, a less hostile feeling existing. between the Whites and Blacks. than in the Division from which I have just been relieved. The Freedman are most of them cultivating land, and so far as I have seen, are working well. and should the season prove favorable to agriculturists, they will no doubt improve their circumstances very materially by this years labor, I have seen but very little intemperance amongst them as yet.
