In compliance with Circular No 6 Series of 1866 Hd Qtrs Asst Commdr State of Virginia

I have the honor to report that the affairs of the Bureau in this Division as follows-

Since my last report there has been four colored persons tried for offences against the Laws of the Commonwealth, who had a fair trial.

There is employment for all that will work. There seems to be a less number idle than when I made My Last report.

The colored people do not seem enclined [[inclined]] to work steady but will leave their work whenever they can find an excuse.

The farmers are paying fair wages
