In compliance with Circular No. 6 1866 I have the honor to report:
That Bureau Affairs progress about as heretofore reported. That the feeling existing between the races has not improved and with the political excitement seems to be widening the breach. The general conduct of the Freedmen has been very good. A very great pressure is being made upon the Freedmen of this Division in order to make them vote the conservative ticket. The Ku Klux Klan have
