dishonesty is taken in full and upon which judgement would be given against the freedman should a Chesterfield court render a decision thereon. The freedmen of this county bring numerous complaints against the whites charging the latter with unfair dealing. A short time since an old freedman of Chesterfield County filed a claim in this Office against one W.H. Brander of said county. This old man and wife had for more than a year labored zealously in the employ of said Brander for which labor little or nothing had been paid them and when their services were no longer needed settlement was refused and to keep from starving these old people were forced to ask the Bureau for assistance, after several ineffectual attempts I succeeded in drawing said Brander into a settlement in which an indebtedness of seventy-five dollars was acknowledged and a small portion of this amount advanced. Brander is the owner of a large tract of land in Chesterfield County and abundantly able to promptly settle all such claims, yet like many other Branders he would ignore the claim of a poor old freedman
