General:
I have the honor to report in compliance with Cir. No. 6th H'd. Qrs. Asst. Comr. Va Jan'y 29th 1866, that the Condition of Freedmen's Affairs in this S. Dist. is not materially changed since my last report.  The situation as to feeling between whites and blacks politics the schools and temperance is about the same.
