In compliance with circular No 6 Bureau R.F. & A Lands  H'dq'rs Asst. Com'r Richmond Va January 29th 1866 I have the 
Honor to report (through 7th Sub District H'dq'rs) as follows  The Freedmen as a whole are working well are industrious and well behaved. Poverty or distress seem to be almost unknown. The feeling between the Whites and Freedmen is improving. The Division as a whole is in very good order. The business of the office for the month ending April 30th 1868 has been as follows.

Letters written on Freedmen's affairs. 25.
Important Cases settled amicably  3
Interviews & advice without number. Also many claims for money and goods allowed and put in a way of settlement.
