General In compliance with circular No 6 Bureau R.F. & A Lands H'dq'rs Asst. Com'r Richmond Va January 29th 1866 I have the Honor to report (through 7th Sub District H'dq'rs) as follows The Freedmen as a whole are working well are industrious and well behaved. Poverty or distress seem to be almost unknown. The feeling between the Whites and Freedmen is improving. The Division as a whole is in very good order. The business of the office for the month ending April 30th 1868 has been as follows. Debts due Freedmen. Collected by this office $45.00 Letters written on Freedmen's affairs. 25. Important Cases settled amicably 3 Interviews & advice without number. Also many claims for money and goods allowed and put in a way of settlement. I am General Through 7th Sub Dist Head quarters.
