In compliance with Circular No 6 series 1866, Bureau of R.F. & A.L. Head Quarters Asst. Comr State of Virginia, I have the honor to report that the affairs of this Bureau, during the present month, have been unobstructed. I can not, however, report any change for the better in public opinion toward the Bureau.

In consequence of the lateness of the spring, retarding farmers in their Spring work, labor now, since the approach of warm weather, is in great demand and all appear to be employed and, as the wheat crop is so promising this spring farmers are paying
