whites for rations. In the event of a failure of the crops, there will, undoubtedly, be considerable suffering in this Dist. at present, I do not think that there is much necessity of issuing rations to this class. 

Freedmen
The Freedmen, in this portion of the state are all at work, and there is quite a demand for labor, which, the planters inform me they can not get. A great many freedmen have left this part of the state, preferring to try other people, as many rece'd nothing for their last years work. Very few complaints have been made this month, and those of a higher nature. The condition of the Freedmen is gradually improving.
