The neighborhood in which this occurred, has of late, become quite notorious. The persons reported last month for shooting a freedman live near the same place.
I cannot complain that throughout the District Civil officers refuse to take cognization of complaints made by Freedmen, but much apathy is exhibited by all to reduce the wrongs and grievances practiced upon them; and when Complaints are made against them, every effort is made to secure their arrest.

The work of Registration is going on throughout the District, and the number of Freedmen registered is largely in the majority. Some attempts have been made to deceive them relative to registering, telling them that they would be enslaved again, and that they would have to enter the Army, and such matters that have a tendency to discourage them but I am of the opinion it has not had the desired effect: and think that where the Boards of Registration have sat, all have registered that were entitled to do so.
