Endorsement on Communication from Maj A. W. Preston A.A.A. Gen to A.A. Surg. H. H. Penniman stating that the Abstracts of issue to Hospital were made out and forwarded for the signature of H. H. Penniman and had not as yet been returned, that he will sign and return without delay and also make thorough explanation of this delay and in future not allow a recurrence of the same.
