General,

I have the honor to report pursuant to Cir No 6 Series 1866 from Hd Qrs Asst. Com. Dist. of Va. that the condition of Bureau Affairs in this Division continues, as heretofore, quite good. The present month has been one of considerable political excitement and it is reported, threats have been made of discharging colored employees in cases they should venture to vote, at the coming election, contrary to the wishes of their employers. It is not believed however that these threats will be carried out to a very great extent, but should any employees be discharged their only refuge from starvation would be to apply to the Bureau of Rations, of which it would be necessary by [?] an increased number. The [?] for the present month as will be seen by the Monthly Report of Rations is 3921 1/2. The estimate made for the coming month 3600 is a considerable diminution [[diminution]], as such of the old people and children heretofore supplied, as are able to perform light labor, have found.
