In compliance with Circular No 6 Bureau R. F. & A Lands. Hdqrs Asst. Commr Va. Richmond Va January 29th/1866 I have the honor to report (thro 7th Sub District Hdqrs) as follows Viz: The affairs in this Division as far as concerns the working of the Freedmen is very good. Freedmen here are exceedingly well disposed quiet and peaceable. No absolute distress  or poverty known. They are making themselves more necessary each day to the whites. They are also becoming each day; through instruction; more and more interested in the questions of education and saving of their money to purchase land. In a great many instances they are not treated very well by the whites and it is often difficult for them (the Freedmen) to obtain their pay - The students of Washington College have been a source of great
