In compliance with Circular No. 6 series 1866, Bureau of R.F. & A.L. Head Quarters Asst. Comr. State of Virginia I have the honor to report that the affairs of this Bureau have not, in this Division, received any physical obstruction during the present month.

I find, however, much to my supprise that, public sentiment favorable to the moral and mental improvement of the colored race, has not kept pace with Counties adjoining in which I have served. I have conversed with a few- and only a few of the better class, as there are but a few who will "condescend" to converse with or even recognize me- on this Subject, and I find that, they even deny that, the colored race is capable of acquiring any thing more than a superficial education and their idea of the moral susceptibility of the colored race is in keeping with that of their mental improvement.
 
I was not a little surprised to find this state of feeling so prevalent, among what is called the "better class of society"
