General:

In compliance with Cir. No. 6 Series 1866 I have the honor to report That Bureau affairs progress about as usual.  That the feeling is some what wrought up by politics at the present time the conservative party doing all in their power to control some of the freedmen in their votes.  In this however they will only be disappointed.  The general conduct of the Freedmen is good, and their condition is improving.  Labor here is rather scarce for this season but few of the Tobacco Factories being in operation.  The Freedmen still
