I have the honor to report in compliance with Circular No. 6 Hd. Qrs. Asst Comr Dist of Va. that Bureau Affairs remain about the same in this Division as when I made my last report, except that the Whites have been gradually growing more vindictive both toward the Bureau and the Freedmen-  1st toward the Bureau because they think its Officers are instructing the Freedmen in their rights under the Reconstruction laws which they regard as hostile to their interests, and 2d toward the Freedmen who they think are always ready and willing to listen to and be guided by the advice of the Bureau officers.
