In compliance with Circular No 6 Bureau R.F. & A Lands Hdq'rs Asst Commr Va. Richmond Va. January 29th /1866  I have the honor to report as follows Viz.
The Freedmen of this Division are well behaved quiet peaceable and hard working as a class No absolute distress or want is known amongst them tho' many are very poor
They are giving great attention to education and are using all means possible to have their children taught and to learn themselves They in many instances find it difficult as yet to receive justice or their legal wages from their employers but they are very patient and wait quietly for justice to be given them through means of the U States officials.
The town of Lexington is extremely quiet as both the Institute and the College are closed.
