I have the honor in compliance with Circular No. 6 Series of 1866 Head Quarters Asst Comr Va to report that the bitter feeling existing between the whites and blacks has not decreased any since my last report although the political excitement manifested by the whites is dying away. 
The Ku Klux dodge has completely vanished and there are fine threads toward freedmen of being turned off if they vote in opposition to them their employers. 
The loyal whites and the freedmen are ankious that the constitution be submitted to them as they wish to show by their votes that they are friends to the reconstructions acts of Congress and they are of the opinion that if every county in
